First, what talent measurement standards should be established, that is, what kind of talent should be sought; second, what methods should be used to measure talent.

For enterprises, an optimal talent assessment decision-making approach should be a talent assessment model developed around the following four principles:

I. Establish Job Competency Models Linked to Performance

First, when enterprises establish job competency models, they should build competency prediction models oriented toward high performance rather than merely operational job requirements, ensuring that talent assessment standards are linked to performance outcomes. Such models should be based on empirical research data and quantitative analysis as far as possible to ensure statistical validity and significance, rather than relying solely on experiential judgment. Each company and position has distinct characteristics; if differences in corporate culture and job characteristics are not thoroughly considered, the resulting job competency model will not effectively support talent selection.

II. Use Diversified and Multi-Perspective Talent Assessment Models

Any single talent assessment method has unavoidable limitations and risks. For example, interviews are directly influenced by the interviewer's experience and competence, while first impressions, stereotypes, halo effects, and similar factors can cause significant variation in interview outcomes. Verbal communication is also one of the least reliable ways to accurately convey personal traits. Common psychological assessments are often affected, to varying degrees, by respondents' social desirability and biases in normative samples, reducing their reliability. Therefore, establishing a diversified and multi-perspective talent assessment mechanism is a better solution for enterprises, using multiple assessment perspectives to mitigate the risks of a single evaluation method.

III. Reflect Authentic Traits Through Behavioral Assessment

More and more enterprises are using behavioral assessment methods, in addition to traditional interviews and psychological tests, to understand the authentic traits of candidates. Behavioral assessment has long existed, especially in assessment centers for senior executives. Many foreign-funded enterprises have gradually introduced simple behavioral assessment models into general talent assessment processes and operate them internally. Behavioral assessment can often more authentically reveal traits that candidates may otherwise conceal when they are less guarded.

IV. Carefully Select and Implement Talent Assessment Tools

For enterprises, professional tools are indispensable in talent assessment. However, selecting appropriate assessment tools is crucial. Each talent assessment tool has its characteristics and scope of application; enterprises should first understand and evaluate their own needs and the characteristics of the tools before making a selection. The implementation and use of talent assessment tools should not be handled solely by the human resources department. In many modern enterprises, talent assessment decisions are led by individual departments, so the participation and understanding of the units using the tools play an important role during implementation.
