2024/3Forwarded Study Document: Guiding Opinions of the Shanghai Municipal Human Resources and Social Security Bureau on Strengthening Management of the Compilation and Publication System for the Catalog of Urgently Needed and Scarce Talents in Shanghai (Hu Ren She Li [2023] No. 438)
To the Human Resources and Social Security Bureaus of all districts and relevant units: To fully leverage the positive role of the Catalog of Urgently Needed and Scarce Talents in optimizing the flow and allocation of human resources, improve efficiency in developing and utilizing human resources, and promote rational regional distribution and coordinated development of talent, the following opinions are proposed to strengthen management of the compilation and publication system for the city's Catalog of Urgently Needed and Scarce Talents: I. Guiding Ideology Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the Party's 20th National Congress and President Xi Jinping's important thoughts on talent work in the new era, focus on the important mission of building the Five Centers, uphold that talent is the primary resource, firmly adhere to orientations of serving modernization, high-level talent, internationalization, and out-of-the-box development, align with requirements for building a high-level talent hub, establish and improve the compilation and publication system for the city's Catalog of Urgently Needed and Scarce Talents, hereinafter referred to as the Talent Catalog, guide talent to concentrate in key areas, fields, and industries of the city, promote improvement of policies and measures for cultivating, attracting, and incentivizing urgently needed and scarce talents, foster a favorable ecosystem for efficient talent allocation, and provide strong talent support for accelerating Shanghai's development into a modern socialist international metropolis with global influence. (1) Adhere to problem orientation. Focus on resolving structural contradictions in supply and demand of human resources, fully reflect actual market needs, guide rational flow of talent resources, and achieve effective matching between talent development and industrial structure and job requirements. (2) Adhere to results orientation. Promote high-quality development, enhance overall coordination and creativity, strengthen interdepartmental collaboration, integrate resources, formulate implementation plans, and ensure the Talent Catalog is effectively implemented and delivers results. (3) Adhere to forward-looking orientation. Accurately grasp future industrial development directions and priorities, strengthen forward-looking thinking, proactively seize opportunities and make early arrangements, dynamically understand the current status of talent resources, reflect and forecast market demand, and play a leading and exemplary role. III. Improve the Catalog Compilation System (1) Establish an industry talent catalog compilation system. Serve high-quality economic and social development, take science and technology innovation as guidance, focus on tackling key core technologies and transforming scientific and technological achievements, accelerate building a modern industrial system, and urge industry authorities to promptly publish and update talent catalogs for key industrial sectors based on industrial development orientations and new occupational needs. (2) Establish a regional talent catalog compilation system. Focus on development of key areas such as Lingang New Area, Zhangjiang Science City, Hongqiao International Central Business District, the Five New Towns, and key transformation areas in northern and southern regions, and support districts and key areas in compiling and publishing talent catalogs based on their development plans and industrial characteristics. (3) Establish a specialized talent catalog compilation system. Focus on human resource needs for major strategies, major engineering projects, major scientific and technological infrastructure, and major projects, strengthen communication and cooperation with research institutes, industry associations, leading enterprises, and major human resource service agencies, and support industry authorities, districts, and key areas in compiling and publishing specialized talent catalogs based on actual needs. IV. Improve the Quality of Catalog Compilation (4) Conduct demand surveys. Establish working groups for talent catalog compilation, formulate dedicated work plans, and widely collect samples from employers, relevant industry associations, and human resource service agencies through typical surveys, field investigations, and third-party data applications, improving sample representativeness and coverage to understand the current status of talent resources and demand for urgently needed and scarce talents. (5) Emphasize data analysis. Combine qualitative and quantitative analysis to standardize summarization of job information for talent demand, assess urgency and scarcity of positions, strengthen analysis of talent supply and demand situation, and use data models, big data analytics, and other technical methods to comprehensively analyze supply, reserves, and mobility of talent resources in key fields and industries. (6) Standardize compilation format. Based on industrial characteristics and regional realities, standardize major indicators and conditional elements for compiling talent catalogs. The indicator system includes but is not limited to the following: industry categories, such as integrated circuits, biomedicine, artificial intelligence, finance, and shipping; job categories, such as theoretical research, applied technology, strategic management, and operational services; talent quality and competency requirements, such as education, professional background, competency needs, and past performance or experience; degree of urgency and scarcity, such as highly urgent, urgent, and moderately urgent. (7) Strengthen multi-party collaboration. Organize departmental seminars, expert review meetings, or public consultations to widely solicit opinions and suggestions from all parties, improving precision, effectiveness, and forward-looking nature of talent catalogs. Encourage selecting project contractors for talent catalog compilation through methods such as open competition for project leadership, and guide and supervise contractors to complete compilation tasks with high quality. V. Deepen Application of Catalog Results (8) Coordinate policy support. Urge industry authorities, districts, and key areas to use industry-specific and regional talent catalogs as guidance, integrate resources according to their responsibilities, and provide strong support for cultivating, attracting, evaluating, incentivizing, and serving urgently needed and scarce talents; promote adjustment and optimization of disciplines and majors in higher education institutions and vocational colleges in the city, accelerate supply-side structural reform of human resources, and improve matching between human resource supply and social demand; encourage training institutions to adjust and develop training programs around talent catalogs to improve targeted and effective human resource training; actively guide employers and human resource service agencies to leverage their roles as employment entities and advantages of market resources and channels, improve attraction of urgently needed and scarce talents in the city, and establish talent attraction incentive systems based on actual conditions. (9) Strengthen publicity and promotion. Establish a talent catalog publication mechanism, regularly publish batches of key talent catalogs based on overall compilation and update status, widely disseminate them through press releases, information handbooks, and new media, and provide precise guidance for talents seeking employment and enhancing professional capabilities. Encourage and support municipal and district talent service centers and human resource service agencies to rely on talent catalogs to hold talent exchange fairs, online recruitment, and other talent attraction activities, improve matching and exchange services among talent, intellectual resources, and projects, and actively guide talents to concentrate in key areas, fields, and industries of the city. VI. Strengthen Management of Catalog Compilation and Publication (10) Strengthen organizational leadership. The compilation and publication of talent catalogs shall be coordinated by human resources and social security departments at all levels, with industry authorities, districts, and talent work departments of key areas cooperating to form working synergy. Key talent catalogs shall be jointly issued by the Municipal Human Resources and Social Security Bureau, and district-level talent catalogs for relevant fields shall be jointly issued by district human resources and social security bureaus. (11) Conduct follow-up evaluation. After publication of talent catalogs, compiling departments and human resources and social security departments at all levels shall continuously follow up implementation effects, timely organize evaluations of implementation effects, collect relevant opinions and suggestions, and continuously improve and innovate talent catalog compilation and publication work. (12) Maintain dynamic updates. Establish a dynamic update mechanism for talent catalogs, regularly update and publish catalogs based on industrial development cycles and patterns and in conjunction with regional economic and social development plans.
