In 2023, the work summary of the Shanghai Talent Evaluation & Identification Center (hereinafter referred to as this Center) is as follows:

I. Compliance with Laws, Regulations, and Policies
Our unit has earnestly implemented laws, regulations, and policies, actively studied the Guiding Opinions of the Shanghai Municipal Human Resources and Social Security Bureau on Strengthening Management of the Compilation and Publication System for the Catalog of Urgently Needed and Scarce Talents in Shanghai (Hu Ren She Li [2023] No. 438), used it to guide work, and identified and addressed gaps.
II. Strengthening Party Building Work
In accordance with requirements, the unit's Party-building liaison promptly conveyed higher-level meeting spirits and leaders' speeches to the unit at the first opportunity, ensuring timely implementation of work. This played a bridging role, effectively connecting higher-level Party organizations with grassroots units.
III. Development of Business Activities
(I) Establish Business Regulations and Processes
The Center conducts business strictly within its functions of certificate assessment, talent evaluation, project evaluation, and industry evaluation, and guides its work in accordance with the Interim Measures for the Management of Certificate Assessment and Evaluation and Dishonest Conduct (Hu Ren Jian [2021] No. 002).
(II) Improve Organizational and Institutional Development
In accordance with organizational requirements for private non-enterprise units, our unit convenes meetings of the board of directors, reports major matters and personnel changes, conducts year-end work summaries, reviews identified problems and shortcomings, draws lessons, and lays a solid foundation for sustainable development.
IV. Enhance Employee Capabilities
Actively enhance staff capabilities. Strengthen continuing education for employees, promote positive political and social outcomes, establish standardized management systems, and conduct comprehensive scoring based on the 360-degree assessment model, combining routine inspections with spot checks.
V. Strengthen Financial Management
Financial staff shall strictly implement the Accounting System for Non-Government Non-Profit Organizations, proactively study new financial and tax measures issued by competent government authorities, and apply them correctly and promptly to routine financial management.
VI. Existing Problems and Improvement Measures

Some clients have reported that the website is unstable and occasionally inaccessible.
(II) Improvement Measures
Our unit closely coordinates with the network maintenance provider to strengthen website construction and maintenance. For official website development, management systems shall ensure smooth information channels and reasonable information publication processes. A well-functioning management system covering information collection, review, and publication shall be established. Through scientific, rigorous, and practical website development and greater integration of big data and new technologies, the center aims to enhance its vitality and influence.

In 2023, with the leadership and support of its supervising and administrative authorities, the Shanghai Talent Evaluation & Identification Center achieved steady progress in all work through the joint efforts of all staff. It expects further improvement in 2024.
