To fully leverage the positive role of the Catalog of Urgently Needed and Scarce Talents in optimizing the flow and allocation of human resources, improve the efficiency of human resource development and utilization, and promote the rational layout and coordinated development of talent across regions, the following opinions are proposed on strengthening the management of the compilation and publication system for the Catalog of Urgently Needed and Scarce Talents in this city:

I. Guiding Ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and President Xi Jinping's important thoughts on talent work in the new era. Focus on the important mission of building the 'Five Centers', uphold talent as the primary resource, firmly adhere to orientations of serving modernization, high-level talent, internationalization, and breakthrough development, align with the requirements for building a high-level talent hub in this city, establish and improve the compilation and publication system for the Catalog of Urgently Needed and Scarce Talents in this city (hereinafter referred to as the 'Talent Catalog'), guide talent toward key areas, fields, and industries in this city, improve policies and measures for cultivating, attracting, and incentivizing urgently needed and scarce talent, foster a favorable environment for efficient talent allocation, and provide strong talent support for accelerating Shanghai's development into a modern socialist international metropolis with global influence.

II. Basic Principles

(1) Adhere to a problem-oriented approach. Focus on resolving structural mismatches between talent supply and demand, fully reflect actual market needs, guide the rational flow of talent resources, and effectively match talent development with industrial structure and job requirements.

(2) Adhere to an outcome-oriented approach. Promote high-quality development, enhance overall coordination and creativity, strengthen interdepartmental collaboration, integrate resources, formulate implementation plans, and ensure that talent catalogs are effectively implemented and deliver results.

(3) Adhere to a forward-looking approach. Accurately grasp future industrial development directions and priorities, strengthen forward-looking planning, proactively seize opportunities and optimize layouts, dynamically monitor the status of talent resources, reflect and forecast market demand, and play a leading exemplary role.

III. Improve the Catalog Compilation System

(1) Establish an industry talent catalog compilation system. Support the city's high-quality economic and social development through scientific and technological innovation, focusing on breakthroughs in key core technologies and the transformation of scientific achievements. Accelerate the construction of a modern industrial system and enable industry authorities to promptly publish and update talent catalogs for key sectors in line with industrial development priorities and emerging occupational needs.

(2) Establish a regional talent catalog compilation system. Focus on the development of key areas such as the Lingang New Area, Zhangjiang Science City, the Hongqiao International Central Business District, the Five New Towns, and key transformation areas in northern and southern regions, and support districts and key areas in compiling and publishing talent catalogs aligned with their development plans and industrial characteristics.

(3) Establish a specialized talent catalog compilation system. Focus on human resource needs arising from major strategies, major projects, major scientific and technological infrastructure, and major programs. Strengthen communication and cooperation with research institutes, industry associations, leading enterprises, and key human resource service agencies, and support industry authorities, districts, and key areas in compiling and publishing specialized talent catalogs based on actual needs.

IV. Enhance Catalog Compilation Quality

(4) Conduct thorough demand surveys. Establish a talent catalog compilation working group, formulate a dedicated work plan, and carry out extensive sample collection among employers, relevant industry associations, and human resource service agencies through typical surveys, field investigations, and third-party data applications. Improve sample representativeness and coverage to understand the current talent resource situation and urgent and scarce talent needs.

(5) Emphasize data analysis. Combine qualitative and quantitative analysis to standardize the summarization of talent-demand position information, assess the urgency and scarcity of positions, and strengthen assessment of talent supply-demand trends. Use data models, big data analytics, and other technical methods to comprehensively analyze talent supply, reserves, and mobility in key sectors and industries.

(6) Standardize compilation formats. Align with industrial characteristics and local conditions to standardize key indicators and eligibility elements for talent catalogs. The indicator system includes but is not limited to: industry categories, such as integrated circuits, biomedicine, artificial intelligence, finance, and shipping; position categories, such as theoretical research, applied technology, strategic management, and business operations; talent quality and competency requirements, such as education, professional background, competency needs, and past performance or experience; and urgency and scarcity levels, such as highly urgent, urgent, and moderately urgent.

(7) Strengthen multi-party collaboration. Organize departmental seminars, expert review meetings, and public consultations to broadly solicit opinions and suggestions, improving the precision, effectiveness, and forward-looking nature of talent catalogs. Encourage the use of mechanisms such as open bidding and lead-taking to select institutions responsible for catalog compilation projects, and guide and supervise them in completing compilation tasks with high quality.

V. Deepen Catalog Application and Transformation

(VIII) Coordinate policy support. Industry authorities, districts, and key areas shall use sector-specific and area-specific talent catalogs as guides, integrate resources according to their responsibilities, and provide strong support for cultivating, attracting, assessing, incentivizing, and serving urgently needed and scarce talent. They shall promote adjustments and optimization of academic programs at universities and vocational colleges in the municipality, accelerate supply-side structural reform of human resources, and improve alignment between talent supply and social demand. Training institutions are encouraged to develop training programs based on talent catalogs to enhance relevance and effectiveness. Employers and human resources service agencies are guided to leverage their roles as hiring entities and advantages in market resources and channels to attract urgently needed and scarce talent to the municipality and establish talent attraction incentive schemes as appropriate.

(IX) Strengthen publicity and promotion. Establish a mechanism for publishing talent catalogs. Based on the overall compilation and updating of municipal talent catalogs, release batches of key talent catalogs regularly through press releases, information brochures, and new media, providing precise guidance for job seeking and professional development. Municipal and district talent service centers and human resources service agencies are encouraged to organize talent exchange events, online recruitment, and other talent attraction activities based on talent catalogs, improve matching and exchange services among talent, expertise, and projects, and guide talent toward key areas, fields, and industries in the municipality.

VI. Strengthen management of catalog compilation and publication

(X) Strengthen organizational leadership. Human resources and social security departments at all levels shall coordinate and plan the compilation and publication of talent catalogs, with industry authorities, districts, and talent work departments of key areas cooperating to form a coordinated effort. Key talent catalogs shall be issued jointly by the Municipal Human Resources and Social Security Bureau, and district-level talent catalogs for relevant fields shall be issued jointly by district human resources and social security bureaus.

(XI) Conduct follow-up evaluation. After publication, catalog compiling departments and human resources and social security departments at all levels shall continuously monitor implementation effects, organize evaluations in a timely manner, collect relevant opinions and suggestions, and continuously improve and innovate the compilation and publication of talent catalogs.

(XII) Maintain dynamic updates. Establish a dynamic update mechanism for talent catalogs, and regularly update and publish catalogs according to industrial development cycles and patterns and regional economic and social development plans.
