To thoroughly implement the municipal government's decisions and arrangements for launching the Skills Enhancement Year in 2026, guided by hosting the 48th WorldSkills Competition, advance the Skills Light Up the Future training initiative, and strengthen the cultivation of urgently needed skilled talents, this Action Plan is hereby formulated.

I. Focus on key industries and key groups to strengthen the cultivation of skilled talents.

(I) Carry out large-scale, high-quality vocational skills training. Implement the 'Skills Illuminate Future' training action. Based on market demand and vocational skill requirements in key fields such as artificial intelligence, integrated circuits, biomedicine, elderly care, and domestic services, focus on key groups such as college graduates and registered unemployed persons. Work with relevant industry departments to promote skilled talent cultivation in key fields through a 'one industry, one policy' approach. Promote a four-in-one project-based training model of 'job demand + skills training + skills assessment + employment services' to coordinate training and employment. Revise and improve training subsidy policies for targeted training, enterprise new apprenticeship training,

Improve the effectiveness of subsidy funds. Closely align with the training needs of various groups and explore new vocational skills training models such as 'Skills Night School' and 'Internet+'. Complete 65 ten-thousand person-times of subsidized vocational skills training annually.

(II) Strengthen the cultivation of urgently needed high-skilled talents. Align with key industry layouts, improve supply-demand forecasting for high-skilled talents, and update and publish the catalog of occupations (job types) urgently in need of high-skilled talents. Guided by the catalog of occupations (job types) urgently in need of high-skilled talents and the vocational skills improvement subsidy catalog, encourage training institutions to actively carry out training and guide workers to participate in training projects aligned with industrial development. Encourage enterprises to make good use of enterprise employee training policies,

organize in-house enterprise training or commission vocational training for employees, and improve employees' skill levels in a targeted manner. Increase by 6 ten-thousand person-times the number of high-skilled talents obtaining senior worker level or higher skill assessment certificates annually.

(III) Promote the training and certification of the 'AI Promoter'. Closely follow national strategic deployments such as 'AI+', fully implement the 'AI Promoter' empowerment plan for all industries, and focus on improving the public's AI skills literacy. Keep pace with new trends in the AI industry, update training standards and assessment question banks, explore online-offline integrated training models, and actively organize training and assessment for AI Promoters. Explore on-the-job practice and skills competition activities for AI Promoters to further stimulate public participation. Complete 5 ten-thousand person-times of AI Promoter training and certification annually.

(IV) Improve the top-level design for cultivating skilled talents. Accelerate legislation on skilled talent development in accordance with the legislative plan. Conduct scientific legislative research among enterprises, colleges, and the public, solicit opinions and suggestions from all parties, and continuously improve the legislative draft. Conduct in-depth research and demonstration, formulate and issue a special plan for building the high-skilled talent workforce during the '15th Five-Year Plan' period, and clarify the goals, tasks, and measures for building the municipality's skilled talent workforce during the period.

II. Align with development needs and promote development of new vocational skills training projects

(V) Promote the solicitation of new occupations and standards development. Implement a regular mechanism for soliciting new occupations. Precisely align with the national '15th Five-Year Plan' requirements for cultivating emerging industries and forward-looking deployment of future industries, and carry out new occupation solicitation citywide. Closely follow the national strategy for integrated development of the Yangtze River Delta and the regional coordinated development requirements of the national '15th Five-Year Plan'. Leveraging the functional advantages of the National Public Employment Service Regional Center (Shanghai), provide regional support for national-level selection of new occupations and formulation of occupational standards.

(VI) Promote pilot development of specialized vocational competency projects. Closely follow trends in new technologies, new business forms, and new models. For fields not yet covered by national vocational qualification appraisal or vocational skill level certification, work with industry authorities to guide relevant units to develop specialized vocational competency projects.

(VII) Build a standard system for new skills training programs. Support chain-leading enterprises in piloting new skills training programs. In response to skills updating needs arising from new technologies, business formats, models, processes, materials, and equipment, develop new skills training programs, formulate corresponding training standards, and guide enterprises to organize new skills training.

III. Strengthen the training system and improve the quality and efficiency of training services.

(VIII) Cultivate high-quality vocational skills training institutions. Implement measures to delegate authority and empower vocational skills training institutions, and expand the supply of market-based training resources. Continue to cultivate leading vocational training brands, form a training brand matrix, and guide high-quality development of training institutions citywide. Optimize management and service mechanisms for vocational skills training institutions, promote cross-departmental comprehensive supervision of vocational skills training, and implement tiered and classified management. Continuously improve the overall quality and teaching capability of faculty teams, implement faculty empowerment plans, and precisely empower teachers through comprehensive training and research.

(IX) Strengthen vocational skills training service capacity. Establish a team of 'vocational training mentors' to provide integrated vocational training services for key groups. Establish a team of 'vocational training specialists' to serve employers of all types and match supply and demand for vocational skills training. Expand training service platforms by leveraging public employment service platforms at all levels and vocational skills training institutions, strengthen resource integration, extend the vocational training functions of the '15-minute employment service circle', and provide service support for workers to improve employment skills.

(X) Strengthen platforms for cultivating highly skilled talents. In response to skills talent needs in industries with shortages, promote the transformation and upgrading of public training bases, optimize functional layouts, and accelerate the implementation and operation of jointly built training projects. Revise and improve the city's measures for recognizing highly skilled talent cultivation bases, and establish long-term mechanisms for evaluating the operational performance of highly skilled talent bases. Focus on supporting leading enterprises, vocational colleges, and other institutions to build highly skilled talent cultivation bases in industries with shortages, and provide funding for key projects. Coordinate city and district efforts to implement classified management, and continue to guide and track national and municipal highly skilled talent base projects.

IV. Deepen reform of the skills evaluation system and smooth development pathways for skilled talents.

(XI) Continue to improve quality and expand coverage of skills level certification. Support enterprises in independently conducting skills talent evaluation and expand the scope of independent enterprise evaluation. Orderly increase the number of social evaluation programs, support qualified colleges to register as skills evaluation institutions and conduct skills level certification for students in their graduating year, and encourage qualified colleges to provide skills evaluation services to society.

(XII) Implement measures for evaluation system reform. Deepen empowerment of enterprises and continue to promote direct enterprise certification. Improve the 'new eight-level worker' system and promote it comprehensively in enterprises, supporting enterprises in evaluating and appointing special-grade technicians and chief technicians. Continue to promote the 'one exam, two certificates' evaluation model combining vocational skills level certificates and authoritative enterprise skills certifications. Promote colleges to pilot course-certification integration, incorporating occupational standards and job skill requirements into education and teaching. Dynamically update and publish the catalog for comparing and recognizing overseas vocational skills. Promote integration of career development pathways for enterprise skilled talents and professional technical talents.

(XIII) Broadly conduct vocational skills competitions at all levels. Optimize and improve the city's vocational skills...

Optimize competition organization and supervision. Ensure centralized assessment support for the Chinese training team for the 48th WorldSkills Competition. With preparation for the 49th WorldSkills Competition and the Fourth National Skills Competition as objectives, hold the Shanghai selection competition for the Fourth National Skills Competition (WorldSkills events). Focus on key sectors, major projects, and major engineering projects, organize municipal-level specialized skills competitions, and promote the training and selection of highly skilled personnel for projects prioritized or urgently needed in Shanghai. Timely and dynamically publish the municipal vocational skills Monthly Theme Competition plan, actively organize industry-specific and regional competitions, expand the number of competition question bank items, and further broaden competition participation coverage.

V. Strengthen incentives and support for highly skilled personnel and foster a favorable environment for skills talent development.

(14) Select and recognize leading highly skilled personnel. Encourage enterprises to establish chief technician and master craftsman studio systems, identify leaders in skills inheritance and technical exchange, support highly skilled personnel in applying skills, managing teams, mentoring apprentices, and participating in major production decisions, technological innovation, and technical breakthroughs. Select and fund a group of municipal chief technicians and master craftsman studios. In accordance with regulations, select and recommend candidates for national-level master craftsman studios and candidates for the 17th Highly Skilled Personnel Commendation.

(15) Promote the participation of skills factors in income distribution. Encourage enterprises to negotiate wage levels with skilled personnel, implement annual salary and negotiated salary systems for highly skilled personnel, and reward highly skilled personnel who make outstanding contributions to technological innovation. Guide enterprises to establish compensation systems for skilled personnel based on job value, competence, and performance contributions.

(16) Foster a favorable social atmosphere. Taking the hosting of the 48th WorldSkills Competition in Shanghai as an opportunity, align with key milestones of competition preparation, extensively use various media especially new media to tell stories of skills-based success and serving the country through skills, and cultivate a social atmosphere that values, cares for, and respects skilled personnel. In connection with livelihood projects and highly skilled personnel

commendations and other key tasks, as well as district-specific initiatives, carry out a series of themed publicity campaigns. Strengthen the dissemination of skills culture, continuously enhance the brand influence and social impact of youth skills experience activities, organize more than 20 skills experience activities throughout the year, and encourage more young people to pursue success through skills.

Each district should take the Skills Enhancement Year initiative as an opportunity, align with local conditions, earnestly fulfill primary responsibilities, strengthen organizational leadership, clarify tasks and objectives, formulate specific measures, optimize policy services, and build coordinated efforts for the Skills Enhancement Year initiative.
